No. Barley coffee and decaffeinated coffee are completely different beverages.
Decaffeinated coffee still starts with coffee beans. During processing, most—but not all—of the caffeine is removed. In many countries, decaffeinated coffee typically has at least 97% of its caffeine removed, but a cup may still contain around 2–15 mg of caffeine, depending on the beans and brewing method.
